Sound Forge
To edit sound files once they are on a computer you need a software program. By chance, really, I ended up using Sound Forge, now Sony Sound Forge Audio Studio. It's very good at what it does, which for editing voice files is fine. It also allows you to save files in a wide variety of formats. Plus it was not very expensive, under $200 for academic users.
